Jamaican arrested at Florida airport with bomb parts

A Jamaican, Kevin Brown tries to board a plane with pipe bomb-making materials and instructions on how to make bombs.
According to the Associated Press Brown told the FBI he wanted to show his friends how to build explosives like those he saw in Iraq. They found in his baggage “a model rocker ignitor, galvanized pipes, end caps, two small containers containing BBs, batteries, a laptop and instructions on how to make bombs.”
“Air Jamaica executive director Shirley Williams said the items could not have caused an explosion and the aircraft and its passengers were never at risk.” Why is this coming from an Air Jamaica executive and not the FBI?
The FBI was trying to determine whether Kevin Brown was ever in Iraq. He is also being held without bail while they are reviewing his mental health records.
